PTTK: Provincial solution for digital customer experience
Online applications are quicker and easier to process
North Karelia now has an e-services platform that offers online services specific to the region. Arcusys delivered the technical implementation of the system to PTTK, the information services provider for the municipalities in the North Karelia region. For citizens, the service is an opportunity to look after official business safely and flexibly at any time of day. For the municipal authorities, it brings cost-efficiency in the form of less work for council officials and shorter processing times. At the moment, citizens can already use the service to apply for a day-care place, for a municipal supplement to the home child-care allowance, and for income support.
"From the clients' point of view, our service has been improved and modernized. Municipal services are clearer for citizens now that they have a direct way of contacting us. For us too, the process is simpler, since we don't have to fill out application forms from scratch – they are filled in for us," explains Anu-Helena Turtiainen, Director of Day Care Services for the City of Joensuu.
All municipal e-services can be made available on the same platform. The system follows the e-service architecture required by Finland's Ministry of Finance, and it is based on the open-source solutions Liferay and Intalio. The technologically flexible online service channel is integrated into the municipality's main IT systems.
The platform is particularly suitable for regional implementation, since it brings consistency while providing options for personalization for each individual municipality. Via the platform, services can be transferred between municipalities whenever this is necessary. The platform is currently used by the municipalities of Oulu, Kuusamo, Rovaniemi, Joensuu, Ilomantsi, Kitee, Nurmes, Outokumpu, and Lappeenranta.
